Pawar accuses govt of arrogance

New Delhi, April 23 (The Telegraph): Sharad Pawar has accused the Narendra Modi government of using "arrogant language" in trying to convince the Opposition on the land acquisition ordinance.

Participating in a debate in the Rajya Sabha on farmers' suicides over crop losses from unseasonal rain over the past month, the NCP chief read out a few lines from a recent letter by Union minister Nitin Gadkari to leaders on the ordinance.

In the letter, the highways minister put a few questions to those opposing the law. "Do you want farmers not to get irrigation facilities? Don't you want development to reach rural areas?" Pawar said, reading from the letter. He added: "This language is language of arrogance. You cannot negotiate with political parties in this language."



Pawar, who had headed a group of ministers in the UPA on the land acquisition law, said all parties were in favour of development.

But, he added, the Modi government's ordinance has three elements that are against farmers. These include dropping the consent provision for acquisition of land for public-private-partnership projects, making social impact assessment (SIA) optional and amending the duration for return of unused land from five years since acquisition to a period suggested in proposals by industry.

Leader of Opposition in the upper House, the Congress's Ghulam Nabi Azad, said the Modi government was trying to weaken farmers by taking away their land through the ordinance. He said the SIA provision was aimed at assessing the impact of a project on the local people, adding it was crucial clause that the Modi government wanted to relax.

Azad said farmers had already given lot of land in the past 60 years for various development projects.

BJP MP Vinay Katiyar then said that Jawaharlal Nehru had started big projects like dams, and the Modi government was following the development model of the country's first Prime Minister. "When you (the Congress) were in power, land has been forcefully taken away from farmers. We are saying we will acquire land for irrigation and other development projects," Katiyar said.

Janata Dal United leader Sharad Yadav raised objections to a provision for acquiring up to 1km on either side of national highways and railway lines for industrial corridors.

Yadav claimed this would lead to acquisition of seven lakh hectares. Much of this, he added, would involve multi-crop land, leading to farmers being deprived of their livelihoods.
