Deadline for installing set-top boxes stays

Published On : 27 Dec 2015

Mangaluru (The Hindu): Despite demands by cable television network operators in Dakshina Kannada to extend the deadline for installing set-top boxes (STBs) by three months, the district administration said it has to abide by the direction of the Telecom Regulatory Authority of India.

Chairing a meeting of cable network operators and multi-system operators here on Saturday, Additional Deputy Commissioner (ADC) Kumar said that he could only convey to the TRAI the demand. The other day, he had spoken to officials concerned conveying the demand of operators and was told that the December 31 deadline would not be extended.

He said that from January 1, 2016, analogue beaming of television programmes has to stop and digital beaming should start.

Mr. Kumar did not respond positively to operators’ demand to allow at least free-to-air television channels on analogue mode.

While a few operators claimed that there is shortage of STBs, some other said though boxes are in stock, it was humanly impossible to install them in around 40,000 premises in Mangaluru. There should have been periodical warnings, they said.

Srinivas C. Kini from ICTV-V4 Digital, one of the two multi-system operators in Dakshina Kannada told The Hindu though the operators had been coaxing customers to get the STBs installed for a long time, it was customers who wanted to delay the installation with the hope that the deadline would be extended. One cannot imagine spending a day without television in a household, he said.

*Deadline to install set-top boxes in other urban areas—December 31, 2015

*From January 1, analogue beaming of signals to stop; only digital beaming

*Total households in Dakshina Kannada (2011 Census) – 1,67,548

*Total STBs to be installed—2,01,058 (includes multiple connections at one place)

*Actual STBs seeded – 1,16,406

*Achievement – 57.9 per cent

Concerns/ objections of cable operators

*The time given is too short to install about 51,000 STBs

*Viewers would be deprived of entertainment

*Though operators were willing, customers insisted for waiting

*Operators cannot force customers to get STBs installed
