Mangaluru (The Hindu): Traders of 282 kinds in the city will have to pay solid waste management (SWM) cess while renewing or applying for new trade licence from 2016-17. With this, owners of buildings housing such trades need not pay SWM cess while paying property tax.
In its 2016-17 budget, presented on March 8, the Mangaluru City Corporation had proposed to introduce SWM cess on trade. This is expected to bring in revenue of Rs. 3 crore annually.
Official sources told The Hindu that the corporation has prepared the cess slabs to be imposed based on carpet area occupied. The rates will be placed for approval at a council meeting on March 31.
Draft rates
According to the draft rates, the slabs vary from a minimum of Rs. 130 to a maximum of Rs. 95,820. The rates have been fixed under six categories. As the council would have to take a final decision, the draft is subject to corrections.
Once the council approves it, owners of buildings housing trading activity need not pay SWM cess while paying property tax. The burden will be transferred to the trade owners.
Section 103 B (2) of the Karnataka Municipal Corporations Act, 1976 enables municipal corporations to impose SWM cess on trades. It says: “… the corporation may, in addition to property tax , levy a solid waste management cess at such rate not exceeding Rs. 1,000 per month may be prescribed on every owner or occupier of buildings or lands or both in the city, for the purpose of collection, transportation and disposal of solid waste…”
