Muzrai temples in Udupi, DK must get nod for cracker displays

Bengaluru, DHNS: After the cracker blast tragedy in a Kollam temple in Kerala, the district administrations of Udupi and Dakshina Kannada have issued circulars to all muzrai temples in the districts to mandatorily seek permission for pyrotechnics display.

The permission is granted under the Explosives Act, 2008.

While Udupi has 803 muzrai temples, Dakshina Kannada has 491 temples under the Endowment department. Officials said that almost all the temples were found to be flouting rules during ‘ratotsavas’ and ‘jatres’.

On Monday, Endowment department authorities banned display of fireworks in the Kadiyali Mahishamardini temple in Udupi, for failing to obtain the required permits/No Objection?Certificates (NoCs). Yogeshwar, Assistant Commissioner of the department in the district, said the temple authorities have been asked to send back the stored fireworks.

The temples are required to apply for NoCs with the tahsildar, police and the fire department, in addition to seeking permission from the deputy commissioner. Dakshina Kannada deputy commissioner A B Ibrahim said that temples have to apply for permission for display of fireworks.

Muzrai Minister Manohar Tahsildar said that strict orders would be issued to the Dakshina Kannada authorities to ensure safety during the ‘dodda ratotsava’ at the Mahalingeshwara temple in Puttur on April 17. Firecrackers worth Rs 6 to 7 lakh is displayed during the festivities.

‘Political pressure’
Imposing a blanket ban on pyrotechnic displays in temples in Karnataka would not be possible, said Minister Tahsildar.

The minister said that his department could only restrict and regulate the use of firecrackers. There was “immense political pressure” against banning practices, including pyrotechnic displays and firewalking, despite rampant violation of procedures.

The Hindu Religious Institutions and Charitable Endowments Act, 1997 is silent on display of fireworks in and around temples. The department has been enforcing regulations under certain provisions of the Explosives Act, which mandates storing and bursting of crackers only in open spaces.

“Though it is mandatory, a majority of the muzrai temples do not take NoCs from authorities concerned for bursting firecrackers.

The department has failed to bring the temple authorities to book, because of immense political pressure. Bursting firecrackers or fire walking are bad practices. Such practices should be shunned, as lives of people are at stake,” said Tahsildar.

He said that his department was working towards framing broader guidelines to ensure that even private temples are mandated to follow the guidelines.

Nodal officer appointed
The state government has nominated senior IAS officer M Lakshminarayana as the nodal officer to facilitate assistance, support or help the Kerala government, in the wake of temple tragedy in Puttingal Bhadrakali temple in Paravur, Kollam.

Chief Secretary Arvind Jadhav on Monday wrote to his Kerala counterpart Pradeep Kumar Mohanty, on behalf of Chief Minister Siddaramaiah to communicate the condolences of the state government. In the same letter, he has offered Karnataka’s assistance for arrangements to be made.
