Top panel to restore 'govt's prestige', avert 3rd paper leak

Bengaluru (The Hindu): With the II PUC Chemistry paper being leaked twice in 10 days, successful conduct of the second re-examination on April 12 has become a “matter of prestige” for the state government, said a source close to the three-man committee of top officials that will oversee the process. The committee members will act like “observers” for the re-examination.

Transport Commissioner Ramegowda, who in the past was director of the Department of Pre-University Education (DPUE), and P C Jaffer, State Project Director, Sarva Shiksha Abhiyan, will be part of the committee.

The Chemistry paper was first leaked on March 21. It leaked again on Thursday, hugely embarrassing the government. The DPUE is under intense pressure to prevent a third leak. Minister of State for Primary and Secondary Education Kimmane Ratnakar has even offered to resign if that happens.

Notwithstanding the pressure, the government is not going to effect large-scale changes just as yet. The committee is unlikely to revamp the existing protocol; it will instead focus on following the protocol “properly and more efficiently”, the source said.

The committee has recruited a few officials to ensure successful conduct of re-examination and will recruit more. The minister had suspended 40 officers in the DPUE after the second leak. Many of these officials belonged to the examination section. “Obviously there is pressure but matters such as these need to be handled with a cool head,” another source said.

Ajay?Seth, Principal Secretary,?Primary and Secondary?Education, said the committee members would work as observers to oversee the whole process, just like electoral observers. “Three will be constant vigilance at every step,” he said and stressed the need to overhaul the examination system to avert leaks like this year and in 2012. “Our immediate priority is to conduct the examination and declare the results,” he said.

Plaint filed against PU dept officials

A complaint has been filed with the Lokayukta against officials of the Department of Pre-University Education and the Education Department in connection with repeated question paper leaks.

Public Instruction Commissioner P C Jaffer; Pre-University Board Director Pallavi Akurathi; Additional Director, DPUE, Suresh Tunga; and retired director, Public Instruction, Sathya Murthy have been named in the complaint.

The complaint filed by advocate Umesh stated that the DPUE had failed to maintain the system for several years. He stated that many officials of the board were involved in the question paper leak scam.

“The DPUE has not taken any action against the persons involved in the scam. Students and their parents are suffering because of the failure of the system. Since there was no effective action taken by the department, I have filed the complaint,” Umesh said.
