Mangaluru: MLC Ivan D’Souza said that more than one lakh families will benefit from the rules for the Karnataka Conferment of Ownership on Mulageni or Volamulageni Tenants Bill, 2011, to be framed by the state government. He said that the government notified the rules on November 7, 2016. As there was no objection to the draft rules published on October 6, 2016, the government has notified the rules.

The Bill is for a system peculiar to the two coastal districts. It entitles the Mulagenidar (tenant) to outright purchase, from the Mulidar (landlord), land for which the tenant had been paying an annual rent as lease and become the owner.

The local MLC explained that the state has appointed the tahsildar as the authority to dispose the applications of Mulageni tenants desiring to acquire ownership of the holding in their possession. After enquiry, the authority will decide on the amount payable to the Mulidars (landlord) or Mulgars.
