Finally, Speaker agrees to allow tabling of NICE 'scam' report

Belagavi, DHNS: Under pressure from the Opposition, the state government agreed to table a House committee report that probed charges of irregularities in implementation of the Bengaluru-Mysuru Infrastructure Corridor project in the Legislative Assembly on Thursday.

The House committee, headed by Law Minister T B Jayachandra, was constituted in 2014 to probe charges of irregularities by Nandi Infrastructure Corridor Enterprise (NICE), which is implementing the BMIC project.

As soon as the House met, Leader of the Opposition Jagadish Shettar pointed out that the report had been submitted by Jayachandra to Speaker K B Koliwad in the latter’s chamber Thursday last. He wondered why the report had not been tabled in the House.

He expressed apprehension that NICE was planning to get a stay order from the Supreme Court on the tabling of the report. Shettar also cited media reports which stated that a section of ministers was against tabling of the report.

BJP?legislators Satish Reddy and S R Vishwanth, who are members of the House committee, said the report was comprehensive and authenticated with documents. The panel reportedly has agreed that there were violations of the framework agreement by NICE and has recommended a CBI probe into the case.

K?S?Puttanaiah (Sarvodaya Party) said scores of farmers were suffering over the years because of the project. R Ashoka (BJP) said the irregularities could exceed Rs 30,000 crore and if the government did not table the report, it would give rise to suspicion that it is trying hide something. Besides, there were media reports that a couple of senior ministers and members on the panel were vehemently opposing submission of the report in the ongoing session.

Koliwad said he was reading the report and would soon hold a meeting with the law minister and leaders of various parties on the contents of the report. “If I am satisfied, then I will give my consent for the report to be tabled,” he said. However, the BJP and the JD(S) insisted that they should be given an assurance that the report would be tabled before the end of the session. They walked into the well of the House and staged a dharna. Finally, Koliwad announced that directions have been issued for printing the report and the same will be tabled on Thursday.
